Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government. 

Bill Analysis

SB 2075 seeks to remove the eminent domain and annexation authority of Needmore Ranch Municipal Utility District No. 1. 

SB 2075 would take effect September 1, 2015, but only if H.B. 3405, S.B. 1440, or similar legislation of the 84th Legislature, Regular Session, 2015, that enlarges the territory of the Barton Springs-Edwards Aquifer Conservation District to include the territory of the Needmore Ranch Municipal Utility District No.A1, becomes law. If such a bill does not become law, SB 2075 would have no effect.

Vote Recommendation Notes

SB 2075 would make preemptive changes removing unnecessary authority from the Needmore Ranch Municipal Utility District No. 1 in the event that the authority of the Barton Springs-Edwards Aquifer Conservation District is expanded. Because this is more about shifting the eminent domain and annexation powers to a different district rather than getting rid of those powers altogether, we view this as a local bill that is primarily administrative in nature. As such there is no discernible connection between SB 2075 and our liberty principles and we remain neutral.
