Bill Analysis
SB 2038 seeks to repeal a section relating to the disqualification standards, mainly dealing with conflict of interest, of the directors of the Spectrum
Management District. The bill would apply these standards to the directors of the Spectrum
Management District which is currently exempt.
Vote Recommendation Notes
SB 2038 would remove an exemption to directors of the Spectrum
Management District that is not afforded to the directors of similar districts. This would effectively remove a special privilege conferred to one district under current law and make that district abide by the same disqualification standards as similar districts. Hence, this bill supports the principle of equal treatment under the law which supports limited government. We support SB 2036.
