Bill Analysis
The bill would amend the Occupations Code, to require Texas Commission on
Law Enforcement, to create a statewide education and training
program for procedures when interacting with drivers who are deaf or hard of hearing.
This legislation would also require the Department of Motor Vehicles to design and issue specialty license plates for a motor vehicle that is operated by a person who is deaf or hard of hearing. The fee for the specialty plate would be $8.

We remain neutral on this legislation. While we are supportive of the effort to help Law Enforcement work to communicate more effectively with those who are hearing impaired, this legislation does not weigh on the principles which guide our analysis on legislation.
