SB 1894, if passed, would make a very wide variety of changes to the Government Code and the Water Code (fourteen new sections in total) all of which have to do with the regime concerning navigation districts, port authorities, and municipal port districts. The majority of the bill involves harmonizing the various sections of code and removing ambiguous language. Some of the main adjustments made regard procurement procedures, lease terms, notification requirements, and contracting procedures.
For the most part SB 1894 is clerical and procedural in nature. The majority of the changes do not affect our principles in either a positive or a negative way. One notable exception are the adjustments made in Section 7 and Section 8 of the bill which drop lease terms and publication requirements for said leases from thirty to fifty. Ultimately this bill bears no discernible relationship to our liberty principles, therefore we are neutral.
