Bill Analysis

Currently, a teacher is required to be bilingual certified for any dual language program even if he or she would only be teaching the English component. SB 159 would amend Education Code to allow school districts local control over how to utilize bilingual certified and ESL (English as a second language) certified teachers for their dual language programs.  This would allow a school to assign multiple appropriately certified teachers for components of a dual language program provided in components other than English and in English.
