Relating to excluding certain students from the computation of dropout and completion rates for purposes of public school accountability of open-enrollment charter schools.

Bill Analysis

This bill would require the Commissioner of Education to exclude the list of students below for computation of dropout and completion rates for purposes of public school accountability.

1) students who are detained at a county pre-adjudication or post-adjudication juvenile detention facility

2) receiving services by an open-enrollment charter school because of the detention

3) are at least 18 years of age and have satisfied the credit requirements for high school graduation, have not completed their individualized education program under the Individuals with Disabilities Education Act, and are enrolled and receiving individualized education program services

 

Vote Recommendation Notes

This bill affirms the principle of limited government. Since the government is involved in providing public education, it is important to have an accurate picture of how a school is doing. Inclusion of students that do not truly belong in the analysis can negatively impact the school's graduation rate and overall accountability rating. For these reasons, we support SB 1170.
