Bill Analysis

The bill would remove the scientific classification of a mosquito in the current definition of a public health nuisance in Chapter 341 of the Health and Safety Code. Instead, it would amend the definition to incorporate all species of mosquitoes.

Vote Recommendation Notes

It was previously thought that only one mosquito species carried the West Nile virus and other mosquito-borne diseases in Texas that are harmful to humans. But reports reveal that various species of mosquitoes transmit these diseases.

This legislation is designed to clarify and update the statutory definition of a public nuisance. Since amending the public nuisance definition neither abridges nor advances our liberty principles, we remain neutral on HB 819.
