Relating to a study
conducted by the Legislative Budget Board on the impact to state agencies of
federal regulations and mandates enacted by federal law.
No significant fiscal implication to the State is anticipated.
HB 799 would require the Legislative Budget Board (LBB) to conduct a study on each state agency concerning the effects of federal regulations on each agency. The study must include a cost-benefit analysis on the federal regulatory impact on these agencies, as well as a list of federal mandates that the federal government has yet to reimburse the agencies for becoming compliant. Lastly, this bill would require the LBB to recommend ways of reducing the federal regulatory burden.
We support HB 799 because it aligns with our limited
government principle. We agree with the author’s statement of intent that the
first step to addressing the issue of federal overreach is to understand the
scope of the problem. This legislation would provide a macro perspective of
this issue for which actions could later be taken to roll back the costly
burden of federal mandates.
