Bill Analysis
HB 795 makes some administrative changes to the Haskell County Hospital District regarding the qualifications of the district's directors. HB 795 would also authorize the district to issue revenue bonds for "purchase, construct, acquire, repair, renovate,
or equip buildings or improvements for hospitals and the hospital system" or to "acquire sites to be used for hospital purposes".
Vote Recommendation Notes
This hospital district is already created and most of the changes in this bill are simply administrative. The additional bonding authority would allow the district to choose between revenue and general obligation bonds which would allow the hospital district to better fund itself. While the proliferation of local bond debt is concerning, the the district already has general obligation bonding authority so adding this new authority does not substantively violate our liberty principles. We remain neutral.
