Bill Analysis

This bill would amend the Education Code with respect to contract approval and oversight for energy savings performance contracts at public higher education institutions. Currently the Higher Education Coordinating Board is tasked with creating guidelines and approval processes for such contacts. HB 599 would shift that responsibility to the State Energy Conservation Office.

Vote Recommendation Notes

HB 599 represents an administrative change by simply shifting from one agency to another the authority to establish guidelines and approval processes for the award of energy savings performance contracts at public institutions of higher education. We have no reason to view either agency as preferable to the other for the purpose of fulfilling the provisions of the bill, thus this administrative change neither supports nor offends the liberty principles on which we base vote recommendations. For this reason we are neutral on HB 599.
