Bill Analysis

HB 4131 seeks to amend the provisions of the Westchase District to prohibit the board from calling a bond election unless a written petition requesting the election has been filed with the board and removes the ability to issue bonds payable by assessments. 

HB 4131 also repeals the section regarding competitive bidding contracts priced at greater than $10,000. 

Sen. Ellis is the Senate sponsor of this legislation. 

Vote Recommendation Notes

HB 4131 would make procedural updates for the Westchase district so that it is held to the same statutory requirements as other management districts that have been created in the intervening years since Westchase was created. Due to the local and procedural nature of this bill, we are neutral on HB 4131.
