Bill Analysis

HB 3460 would prevent property owners' associations from adopting rules that prohibit or restrict an owner from displaying of more than three flags and any variation of a Gold Star, Silver Star, or Blue Star service flag, a POW/MIA flag, any historical flag of the State of Texas. 

Vote Recommendation Notes

While HOAs should not be telling individuals how many and what kind of flags they may fly, the state should not be telling HOAs what kind of rules and regulations they should adopt. Due to this conflict we are neutral on this legislation.
