Bill Analysis

HB 3453 would amend the chapter entitled “Texas School Employees Uniform Group Health Coverage” within the Insurance Code. This bill would allow the trustee to change premiums based on locations for Texas school employees. This bill would reorganize the chapter’s provision on risk pool participation within this health coverage. This bill would repeal the provision where school districts with fewer than 501 employees were obligated to join this health coverage.


Vote Recommendation Notes

This bill would preserve the liberty of smaller school districts by allowing them to not participate in government mandated healthcare. Although, this bill would be amending a chapter on government provided health-care, this bill in itself could possibly save money to the taxpayers by allowing premiums to be raised appropriately based on location. Saving taxpayers money is certainly within the guidelines of our limited government principle. We support this bill for preserving liberty within Texas.
