No significant fiscal implication to the State is anticipated.
The bill would require a licensed ambulatory surgical center
that performs more than 50 abortions in a 12-month period or a licensed
abortion facility to display required information in both English and Spanish
regarding abortion consent, abuse, and human trafficking. The bill
would require a facility that is located in a political subdivision that is
required to provide election materials in a language other than
English or Spanish to display the information in the other language
as well. The bill requires the Health and Human Services Commission (HHSC)
executive commissioner to adopt rules as necessary to implement and
enforce the bill. HHSC and the Department of State Health Services have
indicated that the provisions of the bill can be implemented within
existing resources.
