Bill Analysis

HB 3356, if passed, would amend the Water Code (Section 36.116) relating to groundwater conservation district public utility wells. Currently under code these districts may consider the service area needs in the area served by a water utility. HB 3356 would amend the code to state that these districts must consider service area needs as they relate to all public utilities. HB 3356 would require districts in question to determine production amounts based on service needs within the district.

Vote Recommendation Notes

HB 3356 would expand the code by placing additional requirements on groundwater conservation district public utilities as related to wells. Ultimately though, this change to code is neither a positive nor negative development relative to our principles, and as such we are neutral on HB 3356.
