Bill Analysis
HB 3342 seeks to amend the Government Code provisions governing interstate procurement compacts
and cooperative agreements to authorize the comptroller of public accounts to participate in,
sponsor, or administer a cooperative purchasing agreement with one or more state governments,
agencies of other states, or other governmental entities for the purchase of goods or services
through an entity that facilitates those agreements as an alternative to entering directly into a
compact, inter-agency agreement, or cooperative purchasing agreement with such other
governmental entities for the purchase of goods or services.
Vote Recommendation Notes
HB 3342 seeks to make an administrative change to allow for easier intergovernmental cooperative purchasing agreements. Due to the administrative nature we are neutral on this legislation, however we do note that there is a potential for the state (and thus the taxpayers) to realize savings through efficient interstate compacts and cooperative agreements.
