No significant fiscal implication to the State is anticipated. 

Bill Analysis

SB 3264 would modify the Water Code (Subchapter L, Chapter 5) relating to permits for domestic wastewater treatment facilities. The bill would create two new additions in code, one related to emergency permits, the other related to injunctions against certain facilities. The commission would be able to issue an emergency order under this subchapter suspending operations of a treatment facility if certain conditions are met (specified in the bill). Injunctions could also be made if other specifications were met.

Vote Recommendation Notes

The additions to code proposed by HB 3264 seem prudent enough given that the state is already involved in the management of wastewater facilities. The changes that could result from the additions proposed here neither positively, nor negatively affect our principles and as such, we are neutral on HB 3264.
