HB 2763, is passed, would authorize the Texas Commission on
Environmental Quality to conduct a study on the economic impacts of recycling.
Specifically, the study would examine recycling methods, the recycling
industry, and the economic impacts of the practice. The bill also contains
references to relevant definitions, and a deadline of 2016 by which a report
must be submitted.
The authorization of a study in neither a positive, nor a
negative development relative to our liberty principles and as such we are
neutral on the bill.
