Bill Analysis

HB 2559 would allow the board of hospital managers in a hospital district within a county containing a population of at least 190,000 to enter into a lease, including a lease with an option to purchase, an installment purchase agreement, an installment sale agreement, or any other type of agreement that relates to real property considered appropriate by the board. The bill would authorize the board of hospital managers of a hospital district in a county with a population of more than 800,000, to lease undeveloped or vacant real property, with the approval of the commissioners court at a meeting subject to state open meetings law, for up to 99 years.

05/11/2015 We still support this bill in the second chamber.

This bill affirms the principle of limited government.  This would lift regulation against hospital managers' board from deciding against the most appropriate decision property-wise and financial-wise for that district without as much limitation on the length of how long they can lease land and what their options are in regards to other property decisions. Because HB 2559 decreases government regulation, we support this legislation.
