Bill Analysis

HB 2558, if passed, would modify the Utilities Code (Chapter 141) by adding a new section (141.0031) related to the length of billing periods for propane gas customers, related to extreme weather and civil events. Namely, the bill clarifies billing procedures, and states that billing months (charge periods) may be extended in the case of extreme conditions. These include natural disasters, closed roads, and major civil disturbances. 

Vote Recommendation Notes

HB 2558 seems like a prudent piece of legislation. There may be potential, marginal, costs and benefits as a result of allowing billing periods to be extended. By somewhat reducing government regulation this legislation supports limited government, thereore we support HB 2558.
