HB 2532, if passed, would authorize the Texas Commission on Environmental Quality to undertake a study regarding the effectiveness of regulations governing the design and construction of certain municipal solid waste landfills which lie above aquifers. The study would specifically examine whether said landfills are leaking or involved in contamination, and include recommendations to prevent further leakage.
The study is to be based on certain relevant information and must be subject to peer review. The study would be presented to the governor, lieutenant governor, speaker of the house, and leaders of relevant committees no later than January 1st 2017.Permitting of these landfills may not be postponed or delayed because of the study.
HB 2532 merely authorizes a study. Because this study is revenue neutral, and because the bill explicitly states that permitting procedures are not to be affected, it does not positively or negatively affect our principles. As such we are neutral on HB 2532.
