Relating to automatic employee participation in and administration of a deferred compensation plan provided by certain hospital districts.

No significant fiscal implication to the State.

Local Government Impact

There could be some administrative costs to a hospital district that elected to require automatic employee participation. However, it is assumed a hospital district would elect to require automatic employee participation only if sufficient funds were available or it would not result in a negative fiscal impact; therefore, no significant fiscal impact is anticipated.

Bill Analysis

HB 2068 would allow hospital district that has been created under general or special law to elect to require automatic employee participation in a deferred compensation plan unless the employee opts out. This would change from the current 'opt in' policy. At any time, an employee would be able to end participation and would be informed at the time of employment of their elections and responsibilities.

This bill is a procedural matter for the legislature to consider and does not impact any of the principles of liberty, therefore we remaining neutral.
