Bill Analysis

HB 1934, if passed, would modify the Agriculture Code (Section 41.102) by adding a new subsection which would allow the Beef Promotion and Research Council of Texas to conduct their meetings by telephone conference call as opposed to meeting in person. These meeting would still be subject to notice requirements applicable to other meetings, would require that the meeting be public, would require that the meeting be recorded, and would require that the recording be made available to the public. 

Vote Recommendation Notes

Provided that all the notice and recording requirements are maintained, which they would be, we find no real problem with an organization holding a meeting over the phone as opposed to in person. There may be marginal costs and benefits (such as to procedure and monetary cost) but these so not seem particularly significant. HB 1934 does not greatly affect our principles one way or another and as such we are neutral on the bill.
