Summary: This legislation would direct the Texas Veterans Commission to conduct a needs assessment analysis to identify the specific high-priority needs of veterans and the services available. Additionally the commission shall use the findings to better direct funds and grants to address high-priority needs.
Analysis: This is a similar companion to HB 781 on which we were neutral earlier in the session. This bill would assist in the dissemination of services to possibly underserved veterans communities. This needs assessment may be beneficial in identifying the underserved and possibly saving money by identifying services that are underused or no longer needed. This legislation neither uplifts nor offends our liberty principles, therefore we are neutral.
