Summary: SB 460 would require an individual who is pursuing an education certification to receive instruction in mental and emotional illness. The legislation would also specify requirements on how the instruction would be developed and what information it would address.

Analysis: This legislation would expand course requirements for individuals seeking a teaching certification. In doing so, SB 460 could also create an additional burden on people pursuing teacher certification. This would also expand the role of the teacher to that of mental assessor. Therefore, we oppose SB 460.
