Bill Analysis

Summary: Previous Legislatures have created special programs to allow members of certain professions to more easily obtain the credit necessary to purchase a home. These programs included the Professional Educators Home Loan Program and the Fire Fighter, Law Enforcement or Security Officer, and Emergency Medical Services Personnel Home Loan Program, respectively. The Texas State Affordable Housing Corporation is responsible for the administration and operation of the home loan programs. H.B. 1029 would extend the programs indefinitely and combine them into one new program called the Homes for Texas Heroes home loan program. The bill defines the term "professional educators" and sets criteria which such educators must meet in order to participate in the program.

Notes: Earlier this session the House heard and passed HB 1029, which we supported. SB 286 is identical to its House companion. We are in favor of eliminating duplicative programs through consolidation, which SB 286 does. However, this bill eliminates the program expiration, allowing it to continue indefinitely. We recommend legislators support SB 286 but amend to make it subject to Sunset review.
