Bill Analysis

Summary: This legislation would continue the State Employee Charitable Campaign (SECC) and remove the Sunset requirement. This bill would require the State Policy Committee (SPC) to develop plans for improvement and donation security.  It would also develop guidelines for the evaluation of certain charities which would be likely benefactors of the SECC.  This bill would restructure and renumber the participating members from 13 to 9. 

Updated Analysis: Our original recommendation on this bill was neutral. However, upon further consideration of this legislation, we are concerned that the elimination of the sunset provision will make this program less accountable and less transparent. By removing accountability and transparency, this legislation offends our limited government principle. We recommend legislators oppose this bill and amend to renew the sunset requirement.
