Summary: SB 149 makes numerous changes to law regarding the Cancer Prevention and Research Institute of Texas (CPRIT) to ensure CPRIT complies with regulations, such as provisions that define conflicts of interest and stipulate when and how members are to disclose conflicts of interest. Among other things, SB 149 requires CPRIT to hire a Chief Compliance Officer that will report to CPRIT’s oversight committee and ensure grant proposals comply with regulations, as well as require CPRIT to maintain detailed records of CPRIT’s grant review process.

Analysis: Due to the recent problems at CPRIT, which is funded primarily with taxpayer dollars, there is a need for increased oversight. SB 149 is an effort to provide this oversight and, if its provisions are successful, will ensure taxpayer dollars are not spent fraudulently. We support SB 149.
