Summary: HB 895 would allow institutions of higher education to obtain the criminal records of a student or applicant who is applying for on-campus housing. The institution would provide this information to the campus chief of police or the campus housing officer for the purpose of evaluating the student or potential student. The criminal records would not be provided to anyone else, unless a court required it, and would be destroyed after the semester for which the student is applying.
Analysis: HB 895 would fall within the proper scope of government by allowing the state to protect students from a potential violent threat from an applicant for on-campus housing who is a violent threat.
