Bill Analysis

Summary: HB 3138 would attempt to address the issue of "structuring" where a criminal organization deposits money in small increments to avoid detection. This bill would allow a civil suit to be brought against a criminal organization to recover "substitute property" which is property other than the contraband.

Analysis: HB 3138 does not fall under our liberty principles. We remain neutral on HB 3138.
