Bill Analysis

Summary: HB 3103 would establish a framework to allow for the private development of aquifer storage systems. HB 3103 would encourage water conservation through private actions.

Analysis: Establishing a pathway for the development of private water storage is a good way for the Texas to plan for future water needs without having to use taxpayer dollars to fund projects. HB 3103 would remove regulations that block the development of these water storage systems.
