Summary: HB 2739 would amend the Water Code relating to water districts. Among the changes, the bill would prohibit water districts from placing more restrictions on water transactions across water conservation district lines. HB 2739 would also allow the water conservation districts to levy taxes on those transactions.

Analysis: HB 2739 would limit government by restricting the districts from prohibiting water transactions, however it would allow the districts to tax these transactions, creating an additional burden.
