Bill Analysis

Summary: This legislation transfers fees from the Texas Emissions Reduction Plan 5071 under Transportation code Sec. 501.138 (b), to be deposited in the Texas Mobility Fund and The Texas Rail and Relocation Improvement Fund. The money shall be used for infrastructure, the reduction of pollution, and congestion relief.

Analysis: Currently when one fills out a “Texas Motor Vehicle Registration Surcharge and/or Title Application Fee Report “,there is a mandatory $15 title application fee.  This fee must be remitted to the Texas Mobility Fund.  This bill would siphon funds from this existing revenue stream to the Texas Emissions Reduction Plan 5701 in the Texas Mobility Fund, and deposit them into the Texas Rail and Relocation Improvement Fund. Using public funds for the Texas Rail and Relocation Improvement Fund socializes the cost of improving private business. We oppose this use of public funds for private railroads.
