Analysis: HB 1743 promotes personal responsibility by incentivizing a person to call authorities when another person is overdosing on drugs. However this allows a person to escape personal responsibility by allowing the person who calls 9-1-1 to use that fact as a defense against prosecution for minor drug possession. We are neutral on this legislation.
