Fiscal Notes

Estimated Two-year Net Impact to General Revenue Related Funds for HB1360, As Introduced: a negative impact of ($1,837,000) through the biennium ending August 31, 2015. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

Summary:  HB 1360 would exempt real property leased to certain schools (including open-enrollment charter schools) from property taxes if the property is used exclusively by the school for educational functions, the property is reasonably necessary for the school, the owner certifies by affidavit and provides a disclosure form to the school stating that the school’s rent will be reduced by the amount of money the property owner saves from leasing real property under HB 1360’s tax exemption, and the rent charged to the school is actually reduced by the amount of the property owner’s tax exemption.

Analysis: HB 1360 is enabling legislation for HJR 86, which we support. We also support HB 1360.
