Summary: Currently, some Texas counties appoint counsel for juveniles prior to the first detention hearing and report positive results. HB 1318 would require courts to appoint a counsel to represent a child within a reasonable time before the first detention hearing.

Analysis: HB 1318 deals primarily with juvenile court administration and does not fall under our liberty principles. We remain neutral on HB 1318.
