Summary: Currently, some parties contend that there is a shortage of licensed medical examiners in the State of Texas. Current law requires medical examiners to be licensed by the Texas Medical Board to be eligible for appointment as a medical examiner. HB 1192 authorizes a physician licensed by another state and seeking a license in Texas to be appointed as a medical examiner before completing the Texas licensing process.
Analysis: Generally, TPPA does not support licensing and would like to reduce the amount of licenses in Texas. In the case of HB 1192, new licenses are not being created. This bill attempts to ease the burden of licensing by allowing physicians already licensed in another state and seeking a license in Texas to become a medical examiner while in the process of obtaining their Texas license. For these reasons, TPPA recommends voting yes on HB 1192.
