Bill Analysis

SJR 61 proposes a constitutional amendment to prohibit anyone from amending or suspending the procedures or qualifications for absentee voting unless the law expressly provides otherwise. This would keep authority over the procedures and qualifications for absentee voting squarely within the domain of the legislature, where it belongs. 

Vote Recommendation Notes

Texas Action supports SJR 61 because it would help the government fulfill its lawful duties without infringing on the rights of Texans. This bill would add security to Texas elections by preventing state or local officials from changing or suspending absentee voting rules on their own initiative.
