No significant fiscal implication to the State is anticipated, other than the cost of publication. 

The cost to the state for publication of the resolution is $178,333.

Bill Analysis

SJR 51 proposes a constitutional amendment to prohibit an officer or employee of this state or of a political subdivision of this state from sending out unsolicited absentee ballot applications.

Vote Recommendation Notes

Texas Action supports SJR 51 because it espouses the limited government and individual liberty principles by strengthening the integrity of Texas elections.  Absentee ballots are far more vulnerable to fraud than in-person voting, as such we should take steps against the increase of mail-in voting.  This bill is one such step.
