Relating to contracts for fingerprinting services entered into by the Department of Public Safety of the State of Texas.

Bill Analysis

SB 922 would mandate that contracts entered into by the Department of Public Safety for fingerprinting services include several specific stipulations including:

  • a requirement of public notice of the closure of a physical location providing the services accessible to the public at least 45 days before it closes
  • a requirement to provide a mobile unit to provide the services accessible to the public in the area until a new location is opened
  • and allowing the department to contract with a second vendor if the department determines the existing vendor is not fulfilling its obligations.

The department would also be required to conduct an annual review of the services provided by its fingerprinting vendor, including several specific enumerated criteria, and provide it to the Legislature and Governor’s office.
