Bill Analysis

SB 907 would require the Texas Judicial Council to develop a process in which county clerks may become certified to issue marriage licenses through the use of remote technology. In counties in which the clerk chooses to become certified, a person who applies for a marriage license through remote technology would be considered to have appeared before the court, as required by law.

Vote Recommendation Notes

Texas Action supports SB 907 because it would advance individual liberty and limited government. Applicants for marriage licenses from the state ought to be free to do so through the use of remote technology. SB 907 would prevent applicants from being denied a license in the event that county clerks have to limit in-person business.
