SB 2188 would grant a municipal or county government the ability to adopt and enforce a local ordinance, order, or other regulation necessary to require a residential child detention facility, other than those licensed by the state, to meet the health, safety, and welfare needs of immigrant children in their care. The purpose of this bill is to allow local or county governments the ability to enforce regulations related to health, safety, and welfare for a residential child detention facility operated under contract with the United States government.
