Bill Analysis

SB 2116 would prohibit a Texas governmental or business entity from entering into a contract or other agreement relating to critical infrastructure (electrical grid system, water treatment facility, communications system, critical cyber infrastructure, or chemical facility) with a company is owned by, headquartered in or has a parent company in China, North Korea, Russia, Iran or other county designated as a threat to critical infrastructure.

The bill would allow the governor, in consultation with the Homeland Security Council, to designate a country as a threat to critical infrastructure and would provide an exemption for contracts with companies in countries listed above specifically allowed for product warranty and support purposes.

Texas Action supports SB 2116 because it supports the limited government and individual liberty principles. The state has a vested interest in making sure international adversaries of the United States do not gain access to critical infrastructure in Texas.
