Relating to exempting learning pods from certain local government
regulations.
No significant fiscal implication to the State is anticipated.
SB 1955 would exempt Learning Pods from certain local government ordinances, rules, building codes, regulations, policies, guidelines, and any other local regulatory provisions that are relevant to schools or child-care facilities with designated buildings and staff. The bill would also prevent ISDs from requiring learning pods to register with the district or make regular reports to the local ISD, and prevents an employee of an ISD from conducting an inspection of a learning pod.
Texas Action strongly supports SB 1955 on the principles of limited government and individual liberty.
In the wake of COVID-19, which heavily disrupted public education, many parents across Texas found alternative ways to continue their childrens' education. Many banded together in free association to create learning pods to pool together resources and talent for the continuing education of children despite the pandemic-related disruptions. For many parents and students, the learning pod model has become the preferred method of education rather than returning to traditional public school even after things return to some semblance of normal.
These learning pods are essentially homeschool co-ops and should have the full width and breadth of freedom that homeschools are afforded in Texas, free from interference or regulation by local governments or school districts. We heartily support SB 1955.
