SB 1480 would amend various codes as they relate to the licensing and regulation of certain drug and alcohol-related court-ordered educational programs. The bill would create license requirements for program administrators, set eligibility requirements, mandate endorsement of training programs, and require an initial license and renewal fees. The unlawful transfer or possession of a certificate of program completion, or of a certificate number, would be punishable as a third-degree felony.
SB 1480 would impede the free market by requiring a license to offer certain drug and alcohol-related court-ordered programs, limiting the potential number of providers, thwart individual liberty by inhibiting a person's ability to provide a needed function to the community, and expand government beyond its proper function. The provisions of this bill could create further difficulties for those needing to complete court-ordered educational programs. Texas Action opposes SB 1480.
