Bill Analysis

SB 1084 would require the Department of Family and Protective Services to address the unique challenges facing foster children in the conservatorship of the department who must transition to independent living by addressing barriers to participation in the Preparation for Adult Living Program; and documenting in the youth's case file any accommodations made by addressing these barriers. 

SB 1084 would also require the youth to have lessons relating to the documents necessary to receive prior to being discharged from foster care. The department would also be required to ensure that before leaving foster care, those who are 14 and older have an email address through which the youth may receive encrypted copies of personal documents and records.

SB 1084 would also require caseworkers to work with the treatment facility, foster home, or other institution along with the youth themselves to ensure the youth has access to housing after their 18th birthday. The youth would be able to decide to leave or stay, with the permission of the owner of the facility, foster home, or other institution. Caseworkers would document the stages of this process in the youth's file. 

Vote Recommendation Notes

SB 1084 seeks to create better outcomes for foster children and other youth in the managing conservatorship of the state by ensuring that the services provided to these children are effective. SB 1084 therefore benefits the principles of individual liberty, personal responsibility and limited government. Texas Action supports SB 1084.
