HCR 86 would resolve to support the equitable access to transformative therapies for sickle cell disease.

Texas Action opposes HCR 86 unless amended to replace the word "equitable" with the word "equal".

Equality allows the same access for everyone without discrimination. Equity promotes levelized outcomes for various groups which implicitly requires discrimination against some groups to the benefit of others. Public policy in this state should always prioritize equality, not equity. HCR 86 should be amended to promote equality, not equity.
