Bill Analysis

HB 957 would stipulate that a firearm suppressor that is manufactured in this state and remains in this state not be subject to federal law or federal regulation, including registration, under the authority of the United States Congress to regulate interstate commerce. 

HB 957 would remove a firearm silencer from among the prohibited weapons whose intentional or knowing possession, manufacture, transport, repair, or sale constitutes an offense. 

Vote Recommendation Notes

Texas Action supports HB 957 on the principles of limited government and individual liberty. Current regulations surrounding suppressors are unnecessary to protecting individuals and over-burden the property rights of gun owners. Furthermore, the state is correct to assert that products manufactured in this state for use in this state are not subject to federal regulation under the much abused interstate commerce clause of the United States Constitution.
