Bill Analysis

HB 4507 would require that, in the event federal election rules are adopted which conflict with state election rules, the secretary of state adopts electoral procedures to conform with the federal laws for federal elections but which will not substantively modify electoral procedures for state and local elections.

Vote Recommendation Notes

Texas Action supports HB 4507 because it espouses the limited government and individual liberty principles by protecting Texas elections.  In the event HR 1 or other objectionable federal election rule changes should pass, this bill would ensure that Texas elections would conform to federal rules for federal elections, presumably while the rules would be fought in the courts, but would leave state and local elections untouched by the unwanted federal rule changes.
