Estimated Two-year Net Impact to General Revenue Related Funds for HB 4472, Committee Report 2nd House, Substituted : an impact of $0 through the biennium ending August 31, 2023.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 4472 would make numerous changes to the Texas Emissions Reduction Plan (TERP) including revising the allocation of funds, outlining requirements of certain grant recipients, requiring certain fee to go to the TERP fund and expanding uses of the program. 

One major provision of the bill would require the remittance of funds to the state highway fund for use by the Texas Department of Transportation for congestion mitigation and air quality improvement projects in nonattainment areas and affected counties.

The Texas Department of Transportation would be required to submit an annual report to the Texas Department on Environmental Quality regarding certain congestion mitigation and air quality improvement projects.

Vote Recommendation Notes

While we originally opposed HB 4472 when it was in the House, the Senate committee substitute has changed the bill significantly. We have withdrawn our opposition and remain neutral.
